Find out more about how Google intends to move forward.<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">A plan set to push through earlier this year (that was long dreaded by marketers) will not be the case after all. Yes, you\u2019ve heard it right: <\/span><b>Google will NO longer be deprecating third-party cookies on its Chrome browser.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This may not come as a shock to many marketers in the digital world. Then again, it may still be a shocking plot twist for some who heeded Google\u2019s warning seriously. In a series of events, Google decided it would pivot to a different approach that no longer involves phasing out third-party cookies on its web browser, Chrome. This means that various possible scenarios are in store for Privacy Sandbox, Google\u2019s intended cookieless solution.<\/span><\/p>\n<h2>Google&#8217;s new move<\/h2>\n<p><span style=\"font-weight: 400;\">Anthony Chavez, the VP of Google Privacy Sandbox, issued a <\/span><a href=\"https:\/\/privacysandbox.com\/intl\/en_us\/news\/privacy-sandbox-update\/?utm_medium=email&amp;amp;_hsenc=p2ANqtz-9OtxiWAUXAc88EjlBs6nLtGjRo0mIs_BTBAacO0TGYz4GBBvS9WuuOe26SrNF_dqkLyF3ht6_ZU5veN5uKCBsoX_pTM6bj_VXSEqsm7Dpa41XPkX0&amp;amp;_hsmi=316853071&amp;amp;utm_content=316853071&amp;amp;utm_source=hs_email\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">statement<\/span><\/a><span style=\"font-weight: 400;\"> in mid-July 2024regarding the official announcement of Privacy Sandbox\u2019s new path on the web.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He states that while early tests of the Privacy Sandbox APIs have garnered overall support from stakeholders for a competitive marketplace, the company acknowledges that the transition will affect the entire digital ecosystem. As a result, it will be going in a different direction, adopting an opt-in model for cookieless browsing.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cInstead of deprecating third-party cookies, we would introduce a new experience in Chrome that lets people make an informed choice that applies across their web browsing, and they\u2019d be able to adjust that choice at any time,\u201d <\/span><\/i><span style=\"font-weight: 400;\">Chavez adds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In other words, Google intends to continue allowing third-party cookies for users who choose not to disable them.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, in an effort to improve user privacy and maintain advertising effectiveness, Google will introduce <\/span><a href=\"https:\/\/www.thedrum.com\/news\/2024\/07\/22\/shock-decision-google-abandons-third-party-cookie-deprecation-plans\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">a new solution<\/span><\/a><span style=\"font-weight: 400;\"> that involves a one-time prompt where users can set preferences across all of their Google browsing experiences.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, Google will continue investing in Privacy Sandbox APIs and plans to introduce IP Protection in Chrome\u2019s Incognito Mode.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of the stakeholders Google is consulting with include regulators such as the UK\u2019s Competition Markets Authority (CMA), the Information Commissioner\u2019s Office (ICO), publishers, web developers, and other notable civil society groups in the advertising industry.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Google says it will continue working with these regulatory bodies to hone its Privacy Sandbox offerings and its new privacy prompt. They expect that overall performance using Privacy Sandbox APIs will continue to improve over time as industry adoption increases.<\/span><\/p>\n<h2>Back-and-forth cookieless plans<\/h2>\n<p><span style=\"font-weight: 400;\">Recall earlier this year in January 2024, Google initiated its <\/span><a href=\"https:\/\/illumin.com\/insights\/blog\/the-death-of-third-party-cookies\/\"><span style=\"font-weight: 400;\">plan for phasing out third-party cookies entirely in Chrome<\/span><\/a><span style=\"font-weight: 400;\">. A random 1% of Chrome users received the new Tracking Protection web-browsing feature. The feature restricted third-party cookies by default, with a complete rollout of its deprecation plan by the third quarter of 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, in April of 2024, Google announced that it was <\/span><a href=\"https:\/\/illumin.com\/insights\/blog\/google-delays-cookieless-yet-again\/\"><span style=\"font-weight: 400;\">delaying its cookieless plan yet again<\/span><\/a><span style=\"font-weight: 400;\">. The tech giant cited that antitrust regulators needed more time to review Google\u2019s plans and its investigation into the Privacy Sandbox initiative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, there has been regulatory pushback and criticism by advertising groups that the phase-out would do more harm than good. Plus, the ICO claimed Google f<\/span><a href=\"https:\/\/www.emarketer.com\/content\/google-suggests-third-party-cookies-wont-go-away-opt-in?utm_source=sfmc&amp;utm_medium=email&amp;utm_campaign=july%2023%2C%202024&amp;utm_term=marketing%20%26%20advertising\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">ailed to meet data privacy standards<\/span><\/a><span style=\"font-weight: 400;\"> with the initiative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is all not to say that ongoing delays and back-and-forth plans for cookies came about only in 2024 for Google. The company had been dragging this initiative on for years; when it came time to roll out its plan this year, <\/span><a href=\"https:\/\/illumin.com\/insights\/blog\/google-cookieless-delay-impact\/\"><span style=\"font-weight: 400;\">advertisers worldwide were on edge<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Marketers across industries pivoted strategies in order to achieve <\/span><a href=\"https:\/\/illumin.com\/insights\/guides\/cookieless-marketing\/\"><span style=\"font-weight: 400;\">sustainability in a looming cookieless world<\/span><\/a><span style=\"font-weight: 400;\">. It also meant more reliance on <\/span><a href=\"https:\/\/illumin.com\/insights\/blog\/first-party-data-is-crucial-to-success\/\"><span style=\"font-weight: 400;\">first-party data<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/illumin.com\/insights\/the-cookieless-mobile-world\/\"><span style=\"font-weight: 400;\">cookieless mobile solutions<\/span><\/a><span style=\"font-weight: 400;\">, but also meant a lot of pushback from various advertising groups.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Fast forward to the present day, where Google\u2019s plan to close off the Open Web is acknowledged as a failure. The ad-tech industry is pleased with Google&#8217;s decision.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">James Rosewell from the &#8220;<\/span><a href=\"https:\/\/www.theverge.com\/2024\/7\/22\/24203893\/google-cookie-tracking-prompt-ad-targeting-privacy-sandbox\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Movement for an Open Web<\/span><\/a><span style=\"font-weight: 400;\">&#8221; (which previously filed to the CMA to block the complete roll-out of the Privacy Sandbox) expressed satisfaction over Google\u2019s latest announcement. He cites <\/span><span style=\"font-weight: 400;\">that Google\u2019s goal was to remove the <\/span><a href=\"https:\/\/fortune.com\/2024\/07\/23\/google-drops-privacy-sandbox-plan-phase-out-third-party-cookies\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">interoperability<\/span><\/a><span style=\"font-weight: 400;\"> that enabled businesses to work together without interference from monopolists. But because of industry and regulatory pressure, Google has finally conceded on making their goal a reality.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Google\u2019s proposed move is still <\/span><a href=\"https:\/\/techcrunch.com\/2024\/07\/23\/googles-latest-privacy-sandbox-gambit-could-pit-user-choice-against-tracking\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">subject to approval<\/span><\/a><span style=\"font-weight: 400;\"> by regulatory oversight in the UK.
